The document asserts that the PEERA enforces mandatory responsibilities upon the public employer and the representatives of public employee organizations to meet and confer and enter into discussions in good faith with an affirmative willingness to resolve grievances, disputes and to promote the improvement of employer-employee relations (Courtlistener.com). It is the social behavior which is deemed to be appropriate to ‘masculine’ of ‘feminine’ roles and which is learned through primary or secondary socialization. Thus there is a big difference between sex and gender. Sex refers to the biological features, male or female, while gender is socially determined.
